I want to embark on a little project to make a time lapse movie and add my own music to it. I already have software to create the music, but I need suggestions of a simple video software that will let me arrange photo stills as a video and add a music track to it.

Ideally I want to be able to choose the frames per second as 30, so that I can then set the beats per minute of the music as a multiple of that, so that I know what part of the music will be going with each part of the video.

Any suggestions? Ideally free/open source or cheap software please, I know Adobe Premiere probably does this but it costs a bomb :)

VirtualDub is free and will do what you want.

To try it quickly.
Ctrl R to open frame rate control.
Ctrl P to open compression menu (pick desired codec, i use xvid)
Ctrl O to pick your video file (this includes pictures as well)
Go to Audio menu then pick "audio from other file..." and choose your music.
F7 to save as avi.
Wait for it to finish processing then enjoy.

Also depending on the size of the individual pictures the result can be huge.
Irfanview (also free) can batch resize pictures. I haven't really used it much though.
