Tool that starts picture fullscreen from command line

Hello,

Does anyone know of a tool that starts a picture fullscreen (or maximized without UI) from command line (eg. startable with a .bat or from startup folder)?

Reason: Windows 10 does not show desktop background when explorer.exe is not runninmg. We want a specific picture as ''background'' when our own application would close for whatever reason.

In win 7 and 8 if you would close explorer.exe, the background would stay, but in windows 10 when explorer.exe closes it only shows a black background.

Can't you just remove all your desktop icons, and set the task bar to auto hide?

That would mean rolling out new software on 100+ pc's or different versions for win7/8 and 10 based pc's.

The problem is that our application closes explorer.exe on starting, and this is the desired behaviour on win7/8.

It's easier to use something new for the few win 10 pc's we have, than to change over a hundred other pc's.
