Travel Insurance - Question..

When a travel insurance quote says

"Number of travellers aged 19-59: "

Does that mean the number of travellers you want to insure, or the number of travellers that are in your package holiday?

I'm not sure how it works and I don't want to pay more when everyone else has there insurance sorted.

I've just started looking for some for our honeymoon in 2 weeks.

some of these prices seem very cheap £34.46 i was gettin g near £90 with Boots and Direct line, Norwich union etc...
