Treating rust on rocker cover- advice please

The rocker cover on my 306 is basically shot with rust so that the rocker cover gasket no longer makes a proper seal and it seeps oil.

I bought a mega cheap replacement on ebay which is 100 times better than mine but it is showing some bubbling. Now whilst I could fit it and it should easily outlast the rest of the car I though that as its sat in the garage I might as well sort it out before fitting it.

I'm assuming I should do the following:

-Rub it down to remove rust
-Apply rust treatment
-Re-Finish

Firstly is that correct and secondly what should I use to treat the rust and re-paint it as it must get pretty hot.

The rust would have to be on the mating surfaces to make it leak oil - is that where it's gone rusty?
 
Must be as rotten as a pear, even mine doesn't leak. Oh wait I don't have one :p

Degrease, wire brush it, clean and spray it with Hammerite. Sticks to the rust it does.

Yeah basically it seems to be the gasket design that causes it.

Theres a nice lip that traps moisture and it just rusts away where the gasket meets the rocker cover itself.

Degrease, wire brush it, clean and spray it with Hammerite. Sticks to the rust it does.
