trouble after virus infection in Vista

I got Vista installed on a spare harddisk on my Mac, that I use to play games. I recently got a virus infection there, that installed a nasty piece of a virus, called Smart Antivirus 2009. It has set its own wallpaper on the desktop, and the Windows panel to change wallpapers, desktop icons and such is gone.

Now I've gotten rid of the virus, but the Desktop settings are still gone. When I open the panel by entering its name in Run, it shows that the access has been restricted by the administrator. So that means that the virus has tampered with the Local Security Policy. But I'm running on Vista home premium, which has no Local Security Policy in the Administrative tools, so it must have been changed in the registry. Does anyone know where to find the local security policy in the registry?

Personally, because it's just a "secondary" installation, I would just reformat and install again. Save a lot of time.

Do you run any sort of anti-virus software on the Vista installation?
