Turbo with 4 cores confusion :S

Try running DPC Latency Checker. With speedstep/eist etc enabled the values are all over the place. With it and HPET disabled, you'll have a low <10us average. This will translate into less stutter in games, audio processing and other timing critical tasks. Experiencing crackle/pops from audio? That'll be the cpu downclocking.
