TV Sound Through TV & Wireless Headphones

Been asked if it's possible for my girlfriend's Dad to be able to listen to TV through some wireless/bluetooth headphones whilst her Mam can listen as normal through the TV speakers at same time. Now I thought this would be quite simple but evidently not. Even my two year old "smart" TV can only output to one device and they have a non-smart TV that will probably have less features (not sure on model at this stage) so I'm going to think that having headphones physically plugged in would mute their TV.

What's my options? I was thinking of something like optical out (if it has it) -> DAC. The DAC I'm looking at then has phono output so was thinking I'd then need an adapter to connect to bluetooth headphones so was looking at this using a Phono to 3.5mm cable to connect it to the DAC and then sync it with the headphones.

Would this work? Is what they want possible? Thanks for any help in advance.

3.5mm audio out to a splitter then run one to the headphones and the other to a set of logitech speakers or the like?

Not perfect and only a suggestion.
