The price includes someone coming to your house to fit them for you. I had mine done with them and it was an excellent service. The guy had 2 wheels done in 15 minutes.
 
If you are upgrading tyres, I'd suggest upgrading those wheels to something such as 185/55 R15 (should fit on your Corsa without any problems). Gives a fair bit more grip overall (it does cost more per tyre, as well as investing on new wheels though in poor road conditions, it will be worth it :)).

165/70 R13 has horrid grip, regardless of what tyres you stick on (I know from experience on my old Punto, having tried Pirelli P2000, P3000 & Michelin Energy). However, if you decide to pursue the path of R13 tyres, I'd recommend Michelin Energy as they can be abused, doesn't wear as fast and performs a tiny bit better than Pirelli in the wet.

If you go down the path of 185/55 R15, Goodyear Eagle F1 GS-D2 or Continental PremiumContact 2 will be best (forget Pirelli P6000, it is no match to these two).

I wouldn't recommend changing the wheels and tyres for larger ones on the basis that unless they have exactly the same rolling diameter it will make the gearing higher and the speedometer will show an incorrect speed.

The Pirelli P3000 Energy's on my mums 206 don't seem that bad at all. £28.90 on mytyres.co.uk, not a bad price at all.

I'd go for something like those too. It's not like she is going to be entering the touring car championships or something silly. Only thing she has to do is get the correct or a higher speed rating.
