UKFSN caps, download only or download and upload?

Just a quick question, does anybody know off hand weather or not UKFSN count download only towards the cap or both directions?

Im on Home Max 60, 60gb cap peak times, 300 gb offpeak...

Yup its everything, even if your just posting on forums it all eats into your cap.
