Well, technically speaking the answer is Lavrov, he was the one who negotiated Ukraine's surrender of it's existing nuclear weapons and dismantling of it's nuclear weapons industry back in the early 90's, if he hadn't done that this invasion would never have been possible.Sometimes I wonder which of the two is more responsible for this situation - Lavrov seems like a piece of work.
