All a bit like the plot of The Forth Protocol.
I suspect that’s PR to try to scare the germans into cooperating with russia to maintain their old slightly friendlier relation and not go full NATO on putin’s behind.

Germany being the largest economy in the EU makes it a target, however i suspect that other locations are also configured..

If we think Russia will stop once they are done with Ukraine then I wouldn’t be too sure.

It does feel like this is going to spill out to a wider conflict soon
Very doubtful.

Traditional warfare. They'll be eliminated within weeks.

Nuclear doesn't get him anyway, and he knows it. He wants to command a country, not a wasteland without working infrastructure.

Have to wonder if saying it's done is a ploy to get people to return home, then bam! Hit them with mobilisation again!
I think the more concerning would be the stance of ... We've finished evacuating civilians from our land. We're struggling to defend, so forced to nuke the land. But don't worry, all civilians are evacuated. Only bad people left.

It would be more a concern if he went full mobilisation+tactical nukes. Then regardless of ability they would be steamrolling albeit at a high cost.
