There is a bit of a perception issue when it comes to this - for every instance of a Russian supplied with a decrepit POS gun which would likely explode the first time it was fired if it even managed that there are 100s if not 1000s with an OK state gun. Despite the stories about having to scrounge up uniform and/or relatives having to buy it from the likes of Wish, etc. they seem to be able to supply most of the mobilised with matching VKBO style at least as far as the trousers and 4 layer jacket and some kind of military issue shirt (though seems completely random as to what service style shirt is available) - though there are shortages of pretty much everything else, so claims of insufficient uniforms aren't wide of the mark, especially any real winter gear like the 8 layer ECWCS.
There are some odd shortages as well like water canteens seem pretty much non-existent.
Boots it seems they have enough to supply about 1 in 4 with the new style ones and 1 in 4 with what look like soviet era issue boots while the remaining half have to find something themselves or whatever they turn up in.
EDIT: Dunno if true or not but claims that some of the conscripts have been taken to firing ranges (inference seems to be civilian rather than military facilities), not given actual ammunition to shoot with but had to sign for the ammo they supposedly used and their relatives are billed for it!?!
EDIT2: I'm kind of surprised Putin hasn't doubled-down on the mobilisation already - though I guess there is a line they have to walk where even in Russia they couldn't push too far or too fast without people kicking back in numbers. He can't be far off now where his back is to a wall in this respect and the only option is a full industrial and man power mobilisation.
