You've probably cut through some vital circuit tracks if you've removed 2mm around each of the CPU mounting holes.
Pictures would help us in seeing what you have done to the poor thing.I dont think you've damaged it.
Just try resetting the cmos.
Mine does it sometimes if the system doesn't like my overclock profile. The powering down etc reverts it back to stock.

, however I've turned the OC Genie off on my Motherboard then cleared CMOS, booting seems fine now however my processor at stock is 3.4GHZ however it's going to 3.6GHZ no idea why how can I go about overclocking to 4.2-4.4 maybe?
