Unusual network questions..

I currently live in Southern Ireland, which means that, although I'm on o2, everytime I venture up North or over to England (once/twice a week), I'm "roaming" and it's costing me a fortune. It's also having the knock on effect of costing my friends over there a lot to ring me and text me, even when I'm in their country!
I've finally realised that I need to get a second phone/sim card, so my questions are:

- Are there any UK networks that dont class southern Ireland as roaming? I know vodafone over here has cut roaming charges up north.. (but I dont want to change networks as I have a cushty deal with o2 at the mo and doesnt solve the whole other people ringing/texting me problem)

If so, which is best?

Also, what networks dont require you to top up to keep your phone active? Which of these are cheapest?

Sorry for the slightly unusual request, but all help appreciated :D

I don't think it does... I went for around 5 months without topping up..
