Is your framerate high enough to have fun? Upgrade if the answer is no. Otherwise wait. Some people can tollorate 30 fps, other people need the full 144 fps. Only you can decide.

Another vote for new gpu and have fun. 9400f is perfectly capable of running games well it is just the 1060 showing its age. Anything upto a 306ti or 6700xt would not be overkill. You can always resuse the new gpu if you upgrade the rest of the system at a later date.

You will also probably need a meatier psu like a 650watt+ for a 6700xt/3060ti

the rx6600/6600xt or 3060 (nonTi) should both be fine on your 550 watt psu.

Get an 850psu and a 3080 and you'll be golden for a couple of years but that doesn't mean that you can't slowly upgrade the rest of your system around the new GPU

Your current monitor is 1080p, and yes you can always get a new one, and use current as a 2nd screen.
If upgrading your gpu, then how good a gpu will also depend on what new screen you get...if going for a 4k screen, then really you'll need something like a 3080, pref the 12gb model if similar in price to a 10gb model, or a 6800xt or above...if 1440p, then something like a 3070/6700xt
I'd still be tempted to wait till the new generation of cards come out...if the 4070 card is as powerful as a 3090ti as rumours suggest, the new generation will be a big step up and may be worth waiting for...if unobtainable, they should still put pressure on current card prices
