Valve Index - Elite Dangerous and steam overlay query

I've been having a few struggles with my Valve Index. For various reasons I've been using it intermittently since I got it, but the software seems really awkward to use.

I've finally figured out how to wake the headset, without unplugging cables etc.

I mainly use it for Elite Dangerous, but when I boot up the game the Steam VR Library (?) overlays everything else and blocks me from interacting with the Elite Dangerous menu. How do I switch it off and stop it from appearing?

I feel this should be obvious, but I've been searching settings etc. and nothing seems to work.
 
I don’t have an Index but can the shift-tab action deal with this?

I've tried that, but the only 'window' to close shuts down the whole of Steam VR, and therefore no VR.

I think I'm being such a noob on this. I'm really impressed with the Valve Index hardware (with some reservations), but the software is so frustrating it's stopping me from enjoying it.

It's strange because I've never seen this behaviour with Elite Dangerous and I have an Index and have spent hundreds of hours playing Elite on it.

Are you using the Steam version of Elite Dangerous and not the Oculus version?

Have you tried starting it from the desktop client by right clicking on the game and using the start in Steam VR menu option?
