Vista Business and Virtual PC

Ok, lets say I wnat to set up a PVC which I will use to test new software, rather than installing/uninstalling on my working copy of windows and cluttering it up. Do I actually need to purchase a seperate license? Even if it is only staying on the same machine?

Have been reading up on this, but just wanted to confirm as it strikes me as simply greedy and stupid. So, hopefully I am wrong and can run Vista business as my main OS, as well as in a VPC on one licence, as it is still on the same machine....

But it's MS, so not counting on much.
 
I thought that I heard something that Vista didnt need activating if its on VPC, that could be some dream I was having though...
