He probably works there 5 days a week, that's 35 hours a week, and has seen more what goes on there, and chances are, hot food does go past where you think it doesn't. So he would know best where it is safe, where it isn't.

I dont think babies or young children should be allowed in restaurants and bars at night at all.
I was having a chilled out meal and a couple of pints last night in a bar and in came a couple with a baby and a girl of about 4. The baby was fine but the 4 your old started playing up. I'm sure when I was younger there was a strict no children policy in pubs / bars at any time.
As far as your story, I wouldnt want to be a waiter carrying hot food over a baby. Maybe its just restaurant policy to keep prams out of the waiter walk ways
