I didn't say they wasn't?
Early Athlon II tri and quad core CPUs were crippled Phenom II (Deneb cores) with L3 cache disabled where as the later CPUs were proper Propus cores with no L3 locked or otherwise.
As early made Athlon II tri/quads with unlockable cache are hard to find now I was just stating to unlock a cheap CPU to a proper quad with L3 cache would be more successful on a Phenom II dual core.
