Hold a pencil in them to stop them spinning then blast them with an airline.

Depends how thorough you want to be. A blast with compressed air duster will get really thick dust off. If you want them cleaner than that, personally I carefully wipe both side of each fan blade with a soft cloth to remove the dust that sticks to their surface.

compressed air to remove the main build up. but the air won't remove surface level dust, for that you want to use isopropanol pads

I just use cleaning wipes - works a treat. Not sure if it's the best way, but it's working fine for me so far and it's much cheaper/more effective than Iso Alcohol

I have occasionally taken mine out of the case and cleaned manually with a cloth, painful process when you have your cable management setup but they look great afterwards.
Now i have an electric blower, I can see if that makes things easier next timer round.
