I've come across this before with an old woman whilst I was out on site. She stopped at the slip road treating it as a give way line. To which I propmptly told her she shouldn't be doing that and that she needs to merge with flowing traffic and I then scuppered out of there before any carnage could happen. What made this bad was that we were surveying the slip road to establish the extent of vegetation cut back needed to improve visibility. As the cars coming down the slip road couldn't see where this woman was waiting until there were up her exhaust
Not sure what I'd have done without seeing the situation first hand.
I think its criminal that they haven't introduced re-testing at 60 or so - doesn't need to be/shouldn't be a full proper test but an assesment of basic competency.
We had to have my grans license taken away as she kept on trying to drive but really wasn't safe any more.
