When the police notice the car driving around they will pull it over for a "routine check" and I bet it won't just be the offensive weapon they find in the car.
Besides, its more than likely (going by the description of the place it happened) that there may be CCTV evidence of this guy's dangerous driving, possession of an illegal weapon (you are not allowed to even own an extendible baton) and assault available (or whatever the English version of this type of assault is, GBH/ABH etc)
If there is CCTV then the police will be all over the top of this.

Not really worth a 999 call is it? Nothing actually happened. I'd call the non emergency number.

Phone as it happens - threat to life so 999
Phone after it happens and the guy drove off - non-emergency.
Of course, you'd be silly to phone as it happens as the guy will probably go for you as you are on your phone.
i would say your right and wrong about that.
nothing happend but that lad with the weapon was on one, the next person he picks on may end up in hospital.
things like this always remined me for the vid clip of two lads starting fights in some town somewhere. they see two guys dressed in drag and swing for one. theses guys where cage fighters and gave the two lads a right good kicking...............love it
