whats going on..my games look as if they are scaling at full screen..pls help

Something weird has just happened tonight guys..for some reason when I launch any game I have on my system, they are not starting at full screen even though full screen is selected in the game menu. Windowed mode is not being used, but it's scaling down at 1920x1080 which gives me a inch border around my screen. My desktop size is full screen, I've checked CCC and nothing looks amiss, I've uninstalled and reinstalled my Cat drivers and MSI AB but its still the same. WTF is going on?
 
already tried that MAtt, that was first thing i tried. its very weird indeed. It's every game like i said, even Valley and the bench tests. Desktop is full screen and ccc is showing no scaling.
 
This sounds more like an overscan/underscan issue to me, should be options in the driver settings to adjust it.
 
yeah looekd at underscan overscan, its greyed out and set as far right as possible. If it was under or overscanning, it would show it on my desktop also not just in my games.

Used DDU to clear out everything Matt.

Here is the weird thing, just tried BF4, Guild Wars 2, Tomb Raider, and Dead Island, screen is full screen on those games. Sleeping Dogs and Assassins Creed Black Flag are not, inch black borders around the screen. Tried changing resolutions in those, tried flicking between fullscreen and windowed on those 2 but no change. I didnt change one thing tonight on my Pc, just sat down with a ruby hoping to play some AC
 
Try setting your desktop res to native @ 50Hz. Your driver won't apply the overscan setting that you used for 60hz so you'll prolly get the borders. So then go to CCC and set overscan properly for 50hz too! Then switch back to normal 60Hz.

The underscan/overscan settings have to be adjusted for each resolution, while that resolution is running. It can be tricky to do this when a game is full screen, because when you alt+tab out, it changes resolution back to the desktop's resolution. So when you open CCC, you aren't seeing the settings it's using while the game is full screen.

For my media centre PC, this sometimes happened when video resolution changed due to a video file that was playing. I had to go to CCC's HDTV tab, and manually switch to every listed resolution and correct its overscan settings individually.

I might have had to add a couple of custom resolutions too (on the same HDTV tab).

I have only had this problem when connected by HDMI. If you have the option, try switching to DVI.
