What's up with this computer? Can someone give a diognosis?

Yeh basically I shut the comp down as normal then when I tried to turn it on this morning it loaded windows then went to a black screen then a blue windows screen saying 'Please wait.....' and nothing happens. I've tried a CMOS reset and the same happened can someone help? And it not the comp in my spec its a DELL Dimension 2400.

does it load in safe mode?

are you able to? if so try a system restore (assuming its xp or newer)

Yes I can boot in safe mode although I can't ry it yet it's not my comp.
