Well, are you likely to be hosting any webservers or accessing your network from a remote location.
Basicly if you don't know if you need one, you probably dont.

Be Pro will give you a higher upload speed at the expense of download speed - 2.5Mb against 1.3.

what on earth has that got to do with static or dynamic IP?
if you are connecting out to the internet not from the internet in then dynamic is best.
If you host FTP/VPN or RDP your PC from afar then you'll need a static IP for easy connectivity
