who has right of way ?

mean while uphill traffic has ( according to the highway code ) the right of way

That one has always confused me, because the downhill traffic would have to reverse uphill to get out of the way, which is a hell of a lot harder than the uphill traffic reversing downhill.

It probably comes from the days of when if you stopped the car whilst going up a hill, it would be tricky to start it again.
 
Nobody has right of way, but common courtesy would suggest the person already in the middle of the road should be allowed past.

Unless its me, then I have right of way.
