If the music is insanely loud then phone police to have a word, however you may have a wait on a friday night.
They will tell you to phone the environment department of the local council and give you the number. You phone them and complain. You phone them each time it is noisey and out of hours they send someone to listen and make note of the noise. Then it escalates to recording equipment then they get a warrant to sieze the offending noise making gear (unless someones having noisey relations......). If all that fails they take the person/landlord to court!
This is not necessarily within the police remit as if it is just general noisey neighbours its not for them to deal with. If however someone is holding a rave in a living room then they would probably attend.
\\edit: 101 is the non-emergency number however not every police force operates the 101 scheme.
