Who to ring to make noise complaint

You weren't asked to make one, he asked for a number.

You don't help with things you don't agree with or know too little about.
Like you wouldn't help cops catch motorists in a sneaky way on their speed, instead people flash you to warn you for cops ahead and you do the same when you're past them or the really helpful people who put cardboard signs saying ''laser'' or ''camera'' or ''radar'' to warn fellow motorists for the highway robbers ahead. Or flashing (tapping brake) your brake lights to warn others of a speed trap ahead on a motorway.

Same example here, some people are opposed to moan about noise at 9pm... So you naturally question the situation.

You can't compare warning about speed traps to not complaining about some selfish **** playing music too loud too late into the evening in a residential area where there are young children.

If it's every night then okay but we don't know the situation, the chap could be having his first party in years... Let people have some bloody fun once in a while than being a selfish **** and ruin the party.
