Why is digital download more expensive then a physical copy??!

Why is getting a pizza delivered more expensive than buying one at a supermarket and cooking it?

That doesn't really translate well to physical/digital PC games. For starters, the game isn't manually prepared for you when you order it digitally. Less cost in delivering digitally. Probably more topping on a takeaway pizza.

It's more expensive because it's a service that's more convenient than having to go out or wait for it to be delivered. Not everyone may see it that way but obviously some do because they buy these games at the prices people say are extortionate. If they didn't then the price would have to drop to attract custom. Doesn't matter that costs of providing a download service is cheaper than getting it distributed on a disc, it's irrelevant. They'll still make profit on the physical copy but not as much.

Steam overcharge as well as publishers.

Steam/Valve don't set the pricing but the price most likely will include the charges Steam imposes on the developer. Last I heard it's 30% after tax and fees. Might seem like a lot but in the old days it was like 50/50 to 70/30 between publisher and developer.

Look at it this way:

If retail prices were the same as digital delivery, what effect would that have? ;)

It is physical retail which is the problem. Effectively, retail pricing is subsidised.
