No, as they'd be owned.
The owner has a document which states they own 'Slave A'.
The owner has slavery restrictions imposed on him by the government.
Restrictions being
- You can't use any form of violence as punishment of your slave
- You must feed your slave midway through a shift
- The maximum shift a slave can do per 24 hours is 5 hours
The slave has restrictions too
- You must do at least 25 hours per a 7 day week to keep 100% benefits
- Anything less will be calculated as a percentage.
If the slave doesn't work the hours then the owner must speak contact the government, and tell them in detail how many hours worked and the reason the slave didn't do the task the owner told them they must do. The government will then impose the sanction financially.
There will be a slave database with all the people who are fit to work on benefits for longer than 2 years. This will contain their name, address, skill set and cost. You can purchase the slave from the government who initially owns them. Then owners can buy/sell/trade slaves for other slaves, money or whatever they want, PS3's maybe.
At any point during their slavery life a slave is free to seek full time employment. When this is done and they are registered as paying tax they will automatically be removed from the slave register.
