will my CPU bottleneck these gfx cards?

This isn't usually possible anymore, AMD have clamped down on that.
Also, some people who have tried have bricked their cards even just trying to unlock the shaders, so I'd just accept the performance you get with the 6950 (overclocking it is usually enough to match what you'd have got from unlocking the shaders anyway).
 
Most won't do it any more, and the ones bricking their cards doing it are the cards without the bios switch.

You can't brick a dual bios 6950 with flashing unless you stupidly tried flashing both bios positions when after only having one working bios left in the first place.
 
I know at least one person managed to do that. He flashed the bios with the switch in one position, it didn't work, he tried fiddling with switches, then left the switch in the wrong position and tried flashing again. Ending up with a brick on both switch positions.
So it's possible. You do need to be mindful of what you are doing.
