win 7 power settings set to balanced even on power pc's

i thought this would be default on laptops and not pc's

i was using cpuz and saw my cpu speed was 1ghz and not 3ghz when idle, if i ran a task it shot up but not to 3ghz... changed the options in power settings to performance and it stays at 3ghz...
 
It's supposed to be like that, it saves you on your electricity bill.

It instantly switches into 3ghz anyway, so might as well use the power savings, it's not like it'll effect gaming performance

This. It'll crank up if you need it.
 
did Vista used to be this way? how instant is the 'crank up' as i noticed a short delay in opening word and other applications when on power saver
 
Vista was the same, XP probably was too if you had a compatible CPU. The crank up should be instant, it really won't negatively impact anything. Even if you did notice a slight delay in word opening up it's not really worth having an extra 2ghz always on just to correct it.
 
yeah your probably right, i only noticed when over clocking and could not work out while my pc was on 1ghz and not 3ghz :D - well i live in a shared house so we split the electric 3 ways, so i might just keep performance :D
 
That is indeed some BIOS options to disable if you don't like downthrottling (C1E being the main one and SpeedStep).

I might turn mine back on, my OC is 3.5GHz so I guess what will happen is the OC will stick but with C1E and SpeedStep enabled the multiplier will drop when idle then ramp back up to my OCd values when needed?

On Power Saver you might, because that usually locks the CPU speed at the slowest clock speed it can go to. Balanced will allow the CPU to clock down when idle, but ramp up to full speeds as soon as necessary.

I've always used my PC on Balanced (even when gaming) and never noticed issues. It reduces power usage and heat, so it can only be a good thing.

SpeedStep has more than two speed levels. It doesn't go straight from 1Ghz to maximum speed - it can choose other multipliers in between to match the speed to the load :)
