Windows 10 is broken - Unable to even boot in Safe Mode

I'll try my best to explain what is happening and hope that it makes sense to someone.

My Pc has a Bsod earlier today with an error along the lines of irql driver_not_less_or_equal. I've only updated my nvidia drivers today, but don't know if that is the cause.

My Pc essentially then restarted but doesn't seem to load up anything meaningful. Its not detecting any audio inputs and doesn't seem to register my normal gfx card software. I'm also unable to load Web browsers and instead get an error code.

I try to restart in safe mode, but the pc doesn't do it. It simply restarts as normal. I can't do a recovery or even a factory reset because when I press the options they either don't respond as if the button doesn't do anything or simply freeze up. I then can't close that specific page.

I can't seem to do anything that requires administration access as again, either nothing happens or it returns an error after a while.

I do not have any USB or Cd drive to boot from so Ivr got no idea what to do. I've tried power cycling the pc, but this doesn't change anything.

Please help, as right now I've got a ****ed pc that I can't even reset :'(
 
I've tried all methods of getting the PC to boot into Safe Mode. None of them are working.

I also can't seem to get anything requiring administration access to load. So I cant actually access the elevated command prompt window.
 
I'm also unable to do that. It simply doesn't allow me to make a new one or log into a new user account

Just to mention as well, when I boot into Safe Mode, the initial load in screen is plain black with a simply windows logo and loading icon. The screen then flashes black and then loads into my normal user account with a slightly different windows logo and background.

Hopefully that makes sense. It really seems like the PC goes to start in safe mode but then stops.
 
Would getting the relevant windows 10 files onto a USB drive allow me to boot from that and format my SSD with W10 on it?

I can't think of anything else that will work other than starting fresh.
 
System restore button is unresponsive, no matter where I'm trying to access it. Nothing even attempts to load.

Where am I accessing those startup settings? I think I've already tried to get into that, but again I seem to have absolutely no access to anything meaningful.
 
I'm currently at work but I'll check if my CPU has a GPU in it whenever I get home. If it does, what steps do I take to then remove the drivers correctly?

I've got a USB drive to boot from if all else fails. I'm hoping it doesn't come to its but I'm not against formatting if required.
