Windows 10, rtx 3070 and 4k Netflix/Disney look terrible

My 3070 arrived today, one man reason for buying it was to watch TV from the PC without constantly switching to my LG 65 C10 direct. The picture on the TV itself is amazing when watching something like the Mandalorian, when watching from a browser on the pc it's awful, pixelated and artefacts.

I'm using a fully supported 2.1 HDMI cable (8k) from my 3070 to the LG TV.
Latest NVidia drivers installed
Both Netflix and Disney are the same

Is this Dolby vision or HDR related? Anyone using Windows 10 to view Netflix on a 4k tv?
 
Is full range RGB setup properly in the control panel and TV OSD?

Unfortunately Netflix and Disney (and many other streaming sites) is a bit of a mess when it comes to UHD/4K on PC and in many cases will only stream a so-so bitrate "HD" at best and/or requires a very specific setup of OS, browser, etc. to get it to work - which is absolutely ridiculous in this day and age.

HDR is also a pain to get properly setup on Windows and will often end up looking blocky and pixelated.

Now tried chrome, edge and Netflix app. It seems to be much worse on any dark scene, it's bad banding/blooming?
