Windows 7 Graphics Trouble

I have now installed my 3rd copy of Windows 7, the two others went brilliantly, but this one, on my dad's older Shuttle PC has gone very bad indeed. Using both a 7100 gs and a 8600 GT the graphics are completely garbled, locked in 16-bit mode 800x600, and the graphics card reports not having enough resources free. I've tried the usual IRQ stuff, disabling any onboard stuff(which really isn't much in a barebones system), but that doesn't work, on any of the two cards.

Now when i insert my Vista disc and boot from that to install the old OS, the graphics are garbled as well, so it's not only in Windows 7 but a general problem now. I have changed nothing in BIOS and nothing in terms of hardware, just installed Windows 7 and that's it.

I'm desperately in need of some help here, the motherboard is an Nforce 570 AMD something with an old dualcore AMD processor and 2GB Geil DDR2.
 
Tried some old drivers for the cards?

lower tiered cards seem to not be supported as well in newer driver releases.
 
Just tried the default driver in Windows 7, and other W7 compatible drivers from Nvidia's archive. Same problem as before unfortunately.
 
Its possible the Pci slot oe ram is knackered? Try some different ram, that could possibly be it, have you tried the GPUs in a pc that is confirmed working
 
The 8600 GT definitely works as it has been in my PC a couple of times when i've sold graphics cards and had a delivery delay on the new one. I ran a memtest to rule out the RAM, didn't show anything unfortunately.
 
I just tried inserting my Windows XP disc just to try it out, and it actually had an error while loading the files, at the blue screen in the beginning. It crashed at a pci.sys load? I've never tried anything like that, seems like the PCI-E bus is just dead? But the only thing i've done is install Windows 7 on it, it seems too planned to be a coincidence.
