Windows Only Seeing Half Of My Clock Speed?

Hi all,
I've just installed a new motherboard, and put a fresh copy of Xp Home on it. All went well apart from having hell with the GPU, but I've got that kinda sorted now. Another thing I have now noticed is that when I open Properties (right clicking My computer) it only sees half of my clock speed. For example, my Phenom 9950 is at stock clock at the moment, (2.6GHz) and Windows sees it as 1.3GHz. If I overclock it, it just halfs the number. When I open an ASUS utility it says the same thing.

I've tried closing all of the power save things, and I still get the same problem. I know CPU's do run slower when not being heavily used, but surely it shouldn't say that in Properties? Strange....

Yes, it does show the current speed as set by SpeedStep in the Properties screen. If you run something intensive that causes the CPU to work hard and then go into the Properties screen you'll see the full speed.

Edit: Sorry, SpeedStep is Intel. Whatever the AMD equivalent is will presumably be the same.
 
Download CPU-Z and see if the cpu speed increases when running a stress test program like Prime.

I think Windows posts the default speed of the cpu regardless if power saving options is enabled.

What is the full specs of the pc.
 
Ah I think Cool & Quiet is enabled, I'll disable that and see how I get on. I haven't ran Prime95 on this rig yet anyway, so I'll leave it for an evening and see how it gets on.

Why disable cool & quiet, it saves you & the environment from wasting electricity & the full speed returns as soon as you start a demanding task. There is no reason to switch it off.

What he said ^ - Its pointless running your CPU at full speed when you're only doing desktop stuff.
 
The only reason to switch it off is if it causes instability when overclocking.

Perhaps it's because my overclock isn't all that drastic, but I've never had an issue leaving C&Q on with my setup (7750+ BE @ 3.0GHz). Maybe it's because I'm only altering the multiplier rather than the bus speed.
