If it's cable then the Linksys WRT54GL (Link) definately can do this, You can specify either by MAC or IP address.
I would imagine that most ADSL routers would have this facility as well.
If you want to reduce the amount of time he's spending online, then you also need to watch out for any unsecured networks that are around.
There's nothing to stop him connecting to one of these once he's been kicked off yours.
What about the parental controls on the xbox itself?
Fairly sure you should be able to set limits on the time allowed on Live in there somewhere which is probably a better way of doing it than trying to block ports on a router.
If not most netgear routers have some sort of scheduling so you could block access to live on a schedule probably.
