Will i notice a nice improvement?

Use:

40% Office, Web, Email etc
35% Photo Editing
15% Gaming
10% Video Editing

current:

Intel i7-8700K
32GB DDR4 PC4-24000C16 3000MHz
970 EVO SSD M.2
Gigabyte Z370 Motherboard
GTX 2060 (would keep this in the new box for now)

thinking to get:

Intel Core i7-12700K
32GB DDR4-3600 CL18 Memory
WD Black SN850 M.2
Keep GTX 2060 for now
Mbrd: Dont know
PSU: Dont know

Definitely no real difference in the most common use.
And there aren't many games in which that GPU wouldn't be bottleneck at modern resolutions.

Photo editing would get certainly major boost for multithreaded code.
But single threaded code wouldn't benefit that greatly.
And it's hard to know how much it would work in your case.
Amount of multithreading varies between programs and even in one program there can be big variation between parts of the program.
(not to mention plugins)

Video editing would definitely benefit the most with most of things in that being easily multithreading.

Though unless you're doing photo/video work as more than hobby can't see that much sense in another DDR4 platform right now.
Especially video editing includes handling of huge amounts of data and in that memory bandwidth would help.
So would wait little for DDR5 platforms to mature/get better priced.

DDR5's latencies/timings are improving and starting to be at respectable level.
Maybe also prices have done that toward end of the year.
Current DDR5 prices are simply obscene.
