It's a premium of convenience.
I would have more issue with the baseline cost of the 580 than the extra cost to buy watercooling parts separately and the time/effort to assemble it correctly. Coming with a factory overclock they are most likely the best chips from the best batch so no disappointing overclocks and cycling of products to try and find what you want if best overclocking is your intention.

A very high price yes, but all sold within a day, clearly some thought it was a great buy.
