Writing a consultancy report?

Hi there, so for one of my university assignments i have to write a consultancy report on a case study and an organisation similar to my case study in the public sector.
We havent been given much guidance, and it needs to be written in the form of a consultancy report, (no more than 2500 words)

Is there any general accepted layout for this anyone? or is there some advice i could follow.

These are the heading i have up to now.

A clear, concise summary of your target organisation
A comparison between your target organisation and your case study.
An exploration of the wider business / organisational ‘sector’ that the case study represents.
Recommendations for improvement

Should i just be following these headings, or is there anything else i should now about this.

Executive summary at the top, depending on the target audience / audiences.

Dunno how many pages 2500 words is, but normally if i'm doing a document over 10 pages i put a summary at the top so people short on time don't have to wade through it.
