x1950 or x1650 on a 250w PSU?

Was just about to buy one of these cards but thought about the power consumption.

My SFF system has a 250w "uprated" PSU. Will this be sufficient to power one of the above cards?

Currently running a 6600GT and had no problems.
 
No idea on make or brand - assume it's a generic no-name jobby. It's only small, as it's built into the Biostar SFF case I have.

Is there some software that will tell me what the current is on the +12v rail without going all technical or using a multimeter?
