When my system starts up it seems to make a bit of noise then calm down eventually. Would i be better getting a new fan?

Could be that the fan bearing is worn and takes some time to vibrate itself into equilibrium. How long does it take for the noise to die down?

Could just be the way that your fan's controller sends a 100% PWM duty cycle/full 12v burst to the fan on start up before settling back down to normal afterwards.

Or if it's plugged into the mobo it could be the bios settings that is doing it at startup.
