That woman on the horse needs to shut up. Isn't it a public place?
Not sure what it being a public place has to do with anything. She was well within her rights to get people to move away, just a shame she had such a terrible shrieking voice.
The fact that she seems to keep saying it when the man is on the ground with 5 officers on him. The public were far enough away, so I don't see why they should have to move back further.
For the public's safety, for the officers' safety, and to preserve any evidence and stop people from getting in for a closer look. Seems quite obvious, really.
