Has Overclockers got this RAM.. Corsair PC3-10700 CMX16GX3M2A1600C11 XMS3 16GB (2x8GB) DDR3 1600 Mhz CL11 Performance Desktop Memory Kit.

My Dual Ram so far is CMX8GX3M1A1600C11 2x8GB Need another 2x8gb to make 32GB. Mine also says PC3-10700 (667MHz). Rather slow in it. If I knew more about RAM I would have bought better a few years ago.

Well its DDR so times that 667 by two, that means your ram is running at 1334 rather than its rated 1600. Try enabling the XMP profile in your systems bios.

Do you really need 32gb? Its overkill for most people.
