Mobile phones appearing in W8 Network panel

Yesterday I noticed a random (as in not a phone from my household) appear in the network panel in Windows 8 (a Sony Xperia Z labelled as C6603). When accessing properties it just shows the name and a MAC address. But when checking my router there are no devices connected other than the ones I own.

Today I keep seeing an HTC one drop in and out of my network panel. Again I can find no evidence of any other unknown device on my network, no mention on the MAC addresses in the router detail. I even changed all passwords on the router as a security measure.

Has anyone seen anything like this before?

Sorry if I've totally misunderstood but aren't these just access points? As in some neighbour has turned on their WiFi access point on their phone therefore broadcasting a network?
