Widescreen or non-widescreen?

I would definitely go widescreen. I spend a lot of time in Photoshop as it's part of my job and having the extra width to hold the side panels is great as it leaves me more viewing area for the canvas.

Correct they are 3:2
Not quite sure of your point as ws are 16:10 and non ws are 4:3

non widescreen are 5:4 actually
1280x1024 = 5:4. we're talking 17" and 19" of courseregardless of what they are lol, workflows are set out horizontally not vertically, so its better to have a wider display for this use
It's all in you mind though. For example if you were using a 19" ws then the image size on that can be shown on a 20" non ws screen almost exactly the same size. All it means is that you aren't using the top and the bottom of your 20" screen if you don't want to.

To my mind, non widescreen monitors are the best of both worlds. The only problem is that you can't get really large non ws tft screens. For example, AFIK there is no non ws monitor out there which could match the width of a 22" or 24" ws monitor. Shame really.
A 4:3 monitor would have to be 23.5 inches to match the width of a 22" ws and a whopping 25.5" to match a 24" ws

How can it be in my mind if you're saying that you would need a 20" regular monitor to match a 19" widescreen?
I'm meaning if you had bought a 20" 4:3 monitor, it would be as wide as your 19" ws. You could use the 20" in wide screen mode and choose to not use the top and bottom and you would have the same layout with the advantage of being able to use the full acreage of the 20" screen for suitable apps if you wish.
19" widescreens are quite a bit smaller than 19" 5:4 screens. I think the need for widescreen is also negated a little if you are getting dual screens. My concern about dual 19" widescreen for your use is the vertical resolution.
I would say widescreens are comfortably superior for gaming/movies though, and for apps if there is only one screen.

Is a DVI connection / input imperative? Would VGA be adaquate?
I went for a 2007FP (4:3) screen as I game and it just makes things so much easier.
I had a 19" Widescreen TFT before and despite trying the "fixes" on widescreengamingforums I still had all sorts of issues getting games running in Widescreen.
If you're only going to use photoshop then it really doesn't matter which screen you go for, they're both around the same amount of pixels overall.

1.92 million pixels compared with 1.76 million pixels?
It's equivalent to the difference between a 21" and 22" widescreen monitor.
