Antec Hard Drive Cooler

I've got one of these, Antec Hard drive Coolers and the noise it's little 40mm fans are making are driving me mad.

Would it be save just to unplug the fans and rely on the aluminium heatsinks on both sides of the HDD?

You could try changing the fan voltage to 7V or 5V. I have a cheapie unit with three 40mm fans and reducing the voltage to 7V made it quiet enough.

Just looking at the online manual (PDF), it doesn't seem possible to reduce the voltage.

I might just unplug the fan power and see if the temp increases.

Could use a Lian Li 5.25" HD bay, like the Coolermaster 4 in 3 modules, but with filters. Or a Scythe Kama Bay.

The manual won't help wit this. You need to switch around the cables in the four-pin plug to do it but it will mean that the front panel display won't work.
