It could be DNS issues but it seems odd that most can view it.

I checked the nameservers and all are fine as is reverse DNS. I also ran tracert on the the nameservers and IP addresses and all go straight through to the server with no problems.

I was wondering if some ISP's use a different route and something on route has a problem.

Refresh your nameservers. Find a Tiscali hosted proxy and play until it works.
