Use the Lasso (3rd one down on the toolbar) or the Wand (4th one down) to make the selection you need. Experiment with those and see which works best.
 
Or if youv'e got PS CS3 the quick selection tool should make a reasonable job of selecting the area you want. You could use an alpha channel mask but that's a bit more advanced. If you can be bothered to learn this method it will ultimetely help you in the long run, There are numerous free tutorials out there, here's a quick example

Think the Lasoo tool will be best for me. How do you get the exact line around the map?

Only got CS Version 8, think its quite dated.
 
How well defined do the edges have to be? The Wand tool should do a pretty good job with that (play with the tolerance) - unless you'll be enlarging it and have to keep all the tiny detail around the coastal areas. I would wand in and then zoom right in and tidy it up with the eraser.
 
Dont know if your version has it but I would use the Select Colour Range tool on that image. Go select, colour range, click in the sea and then hold shift to select further ranges. Careful though, go over some green and you will obviously select the land. :)
