I know absolutely nothing about cracking games, or warez in general, but allowing people to pre load a games core files 3 months before the release date just seems like its asking for trouble on the publishers behalf?

I thought you didnt get the core files now? For a start they are not finished being made!

The file will be available for pre-load a days before release, not now! They aren't even finished.

Wish it was Medieval II for pre-load, loved that one the most!

*sigh*

It has nothing to do with the developers.
It has nothing to do with Steam.

The publishers choose the price, hence why you'll find that most games on Steam from the same publisher are equally crazy high or crazy low price.

Valve games are typically cheap on Steam
Hothead games are typically cheap on Steam
Activision take the absolute ****
ID games a fairly cheap, as are Rockstar games
Telltale games are silly cheap

Lol, you can buy every Telltale game (that's 14 games, of episodic length) for $70, or you can buy a single Activision game (CoD4) for $70!

Then it has everything to do with developers, they're responsible for what happens regarding the games.

The devs are responsible for signing a deal with the publishers.
The publishers are then responsible for.. publishing the game, which includes deciding the price.

The publishers are the ones who decide the pricing of the game, not the developers - and it's not like many small dev houses will be able to pick and choose their publisher, they'll take the first they can get, and sign over the publishing rights. From then on, the dev's have absolutely no say in how the game gets published.

Games like CoD4 are so expensive on Steam as Activision have deals with other UK distributers (eg the rainforest), hence inflate the price when selling via Steam.
